To qualify for duty relief under OPR procedures the exported goods must be Community goods, or Turkish goods, which have Free Circulation status in the EU. Community goods are goods which originate in the EU, or have been imported into Free Circulation within the EU with all Customs formalities completed and any Customs charges having been paid.
